Why is she sent to the cities if she has yet to be promoted? She learns her best friend, Rhys, is killed and is told from a bizarre, elderly man she will kill Rhys. Why does he tell her this and why would she do this? Adding to her confusion are these things called “families” and why the Citizens are ungrateful she is keeping them safe.
